Municipalities, colleges and universities, ports and other entities, constantly need to repair and replace old infrastructure, and plan and build new infrastructure. Canadians expect it and the economy depends on it.

In recent years, the federal government has responded. New infrastructure programs involving all three levels of government were created. Budget 2013 announced that some of those programs would be extended, opening up opportunities for even more projects. Some provinces have also jumped in with additional funds of their own.

But increasingly governments know they can't go it alone. They want private sector partners to help build and operate these projects. But how to do it?
